PCSD set for reorganization, drafts EO
The Philippine Council on Sustainable Development (PCSD) is set to make several organizational changes this year, as discussed in a meeting last August 23 at the NEDA Board Room.
The PCSD, chaired by NEDA Deputy Director-General Margarita R. Songco, reviewed a draft Executive Order (EO), which proposes to expand PCSD’s membership. It will include the Departments of Energy, Budget and Management, Social Welfare and Development, Agriculture, and Trade and Industry, while retaining its mandate in mainstreaming sustainable development in policy measures.
“It is imperative that we review our vision, our role and our functions because contrary to popular belief, the PCSD is not just about the environment. Basically, the scope of sustainable development also covers economic and social aspects,” said Songco.
The Council also discussed whether to reactivate existing committees or create new committees based on the roles and functions of the PCSD.
The four committees of the PCSD are the Committee on Social and Economic Dimensions (CSED), Committee on the Conservation and Management of Resources for Development (CCMRD) , Committee on Strengthening the Role of Major Groups (CSRMG), and the Committee on Means of Implementation (CMI). Two of the said committees are currently inactive.
Select members of the Council will meet again on August 30 to further discuss and collate inputs for the revising of the EO, from which the crafting of the PCSD Work Program will take off.
Meanwhile, the PCSD also tackled the Aligned National Action Plan to Combat Desertification, Land Degradation and Drought (NAP-DLDD) 2015-2025. It was presented by Engineer Samuel Contreras of the Department of Agriculture-Bureau of Soils and Water Management (DA-BSWN).
The meeting was attended by Assistant Director Thelma Manuel of the Governance Staff, Director Mercedita Sombilla of the Agriculture, Natural Resources and Environment Staff, and Assistant Director Myrna Clara Asuncion of the Social Development Staff.
