Resolution No.01 (s. 2010): Approving the Reactivation of the Committee on Strengthening the Role of Major Groups (CSRMG)
WHEREAS, the 1987 Constitution mandates as the policy of the State to protect and advance the right of the people to a balanced and healthful ecology in accord with the rhythm and harmony of nature;
WHEREAS, the Philippines adheres to the principle of sustainable development and the principles set forth in the Rio Declaration and the Agenda 21;
WHEREAS, sustainable development as the guiding concept of the Philippine Agenda 21(PA21) and Enhanced PA 21 (EPA21), embodies a holistic and integrative framework for sustainable development which considers all aspects of society (social, economic and ecological) in the development process;
WHEREAS, the Philippine Council for Sustainable Development (PCSD) was created to provide the mechanism for attaining the principles of sustainable development and assure its integration in the Philippine national policies, plans and programs that will involve all sectors of the society;
WHEREAS, one of the functions of the PCSD is to establish guidelines and mechanisms that will expand, concretize and operationalize the sustainable development principles as embodied, among others, in the Philippine Agenda 21, and incorporate them in the preparation of the Medium Term Philippine Development Plan (MTPDP) both at the national and local levels with active participation from non-government sector and people’s organizations;
WHEREAS, the National Economic and Development Authority, the country’s principal socio-economic development planning and policy-making body, takes the lead role in the coordination and formulation of the MTPDP;
WHEREAS, the formulation of the MTPDP for 2010-2016 will commence in August 2010;
WHEREAS, the MTPDP 2010-2016 Planning Guidelines to be issued by NEDA is deemed by the PCSD as an important entry point for the integration of sustainable principles in the MTPDP 2010-2016;
NOW THEREFORE, BE IT RESOLVED AS IT IS HEREBY RESOLVED, that the sustainable development principles as espoused in the Philippine Agenda 21 (PA 21) and the Enhanced PA 21 be integrated in the MTPDP 2010-2016 Planning Guidelines, to guide the formulation of the MTPDP 2010-2016 and ensure the integration and operationalization of sustainable development .
RESOLVED FURTHER, that the Philippine Council for Sustainable Development, its Committees and Sub-Committees actively participate in the MTPDP formulation process.
UNANIMOUSLY APRROVED through REFERENDUM this 27 day of September 2010.
