Local Development Watch User's Manual. The Local Development Watch User's Manual is a user-friendly instructional guide designed for the staff of Local Government Units who will implement the Local Development Watch System. This system involves the application of a set of local development watch indicators that will determine the livability and sustainability of LGUs. The manual is available at the Department of Interior and Local Government.
